The 2024–25 Liga 4 will be the inaugural season of the Liga 4, which is a new league established by PSSI as the fourth division under the current league structure, and the only amateur league football competition in Indonesia.[1][2] The competition will be organised by the PSSI Provincial Association for the provincial phase and the PSSI for the national phase.
PSSI has restructured Liga 3 into two new tiers: Liga Nusantara (third-tier) and Liga 4 (fourth-tier), starting in the 2024–25 season. Liga Nusantara will be a professional competition with 16 teams, including 10 clubs from the 2023–24 Liga 3 national phase third round that did not secure promotion. Teams eliminated before the 2023–24 Liga 3 national phase third round will compete in Liga 4, which remains an amateur-level competition.
PSSI member clubs or PSSI member candidate clubs who have completed the registration administration requirements as a member of PSSI and have received approval at the relevant provincial PSSI annual congress.

These teams will be the representatives from their provincial league to be competing in national phase. The number of representatives from each provincial league varies based on their league coefficient, with a minimum of one representative club per league.
