Public domain This file is in the public domain because it comes from the Rules Governing Traffic Control Devices, sign number M1-5, which states in IDAPA 39.03.41.004 that the Idaho Transportation Board has "incorporated by reference and made a part of the Rules of the Idaho Transportation Department" the federal Manual on Uniform Traffic Control Devices, and IDAPA 39.03.41.004.01 "incorporated by specific reference, the latest editions of the ... Standard Highway Signs and Markings book, [and] the Idaho Transportation Department (ITD) Sign Chart." The federal MUTCD states specifically on its page I-1 that:
Any traffic control device design or application provision contained in this Manual shall be considered to be in the public domain. Traffic control devices contained in this Manual shall not be protected by a patent, trademark, or copyright, except for the Interstate Shield and any other items owned by FHWA.

No provisions of the Rules Governing Traffic Control Devices supercede this provision of the MUTCD.
