St. Germain was elected the first mayor of Morinville in 1911, a position he would also hold from 1915 to 1917 and 1929 to 1936. In the 1930 election he ran as UFA candidate in the St. Paul electoral district, and won the seat. He crossed the floor to the Liberals on February 6, 1934. In the 1935 election he was defeated by Social Credit candidate Charles Holder.
