The image linked here is claimed to be used under fair use because:

1. It is a historically significant photograph of Bill Shankly, taken during a lap of honour of Anfield. During an early television broadcast of Match of the Day a Liverpool F.C. scarf which had been thrown at Shankly was flung to one side by a policeman. Shankly pounced on the scarf and reprimanded with the policeman by uttering the immortal words about how the garment "represented someone's life." [2]
2. It is of much lower resolution than the original (copies made from it will be of very inferior quality).
3. The photograph is only being used for informational purposes.
4. Its inclusion in the article adds significantly to the reader's understanding of the article content.
