Attached press-release on back states that the series "premieres this fall" which dates the distribution of the materials as prior to September 5, 1977 (the date the series premiered)
There is a date stamp of November 7, 1980 on back, which is believed to indicate the date the image was published for purposes unrelated to the promotion of the series and/or when the image was archived by the news agency - not for when the publicity materials were originally distributed for publication (the series went off the air in January 1978).
Note that it may still be copyrighted in jurisdictions that do not apply the rule of the shorter term for US works (depending on the date of the author's death), such as Canada (50 p.m.a.), Mainland China (50 p.m.a., not Hong Kong or Macao), Germany (70 p.m.a.), Mexico (100 p.m.a.), Switzerland (70 p.m.a.), and other countries with individual treaties.
It has been requested to crop a part of this image, so that the cropped part can serve as its own image for Clark Brandon.
