This picture was taken from Transportation Proceedings, a publication of the an office of the US Army from the 1960s. The citation is here: (February 1968). "NACA and the Air Charter Specialist, Supplemental but Substantial". Transportation Proceedings II: 21.

It also says on page 2 of the publication that reproduction is permitted with credit to Transportation Proceedings. But it's also (1) a US Army publication with (2) no copyright assertion, and before 1976, that also would make this public domain.
