The circle represents the total process of the law. The red and blue point (in the white field at the top of the circle) represent the two sides in controversy within the total process of the law.
The band across the mural symbolizes a lie detector tape.
Below the band, in Morse Code, is "The truth, the whole truth and nothing but the truth."
