The elections for the Slovak National Council were always held alongside the respective Czechoslovak national/federal elections. Therefore I don't think it would make sense to treat them separately, but we should treat them within the respective Czechoslovak elections. I rather think it is preferable keeping them separate. I am in favour of keeping national level elections together in a single article when they are held on the same day (e.g. Yugoslavian general election, 2000), but when there are national and sub-national elections held on the same day, I believe there should be separate articles (e.g. Yugoslavia and Serbia in 1992 or USA and Texas (amongst many others) in 2002). Sorry, I think I may have answered a slightly different question to what you asked, which was actually about the templates rather than the potential articles? I think it is imperative that any elections to the Slovak National Council should be on this template as it covers Slovakia at that level and below throughout its history, but I would have no problem adding them to {{Czechoslovakian elections}} as well (together with the Czech National Council ones).
