Swedish heraldry source

I realise that this request may seem to be out of left field, but I am looking for a source on Swedish heraldry, and I'm not quite sure where to turn. I have found quite a few mentions in en.WP and sv.WP articles of a decision by the Privy Council in 1884 to grant Swedish provinces the rank of Duchy and the right to display the ducal coronet over the landskap arms. I see that at least some of these mentions were contributed by User:Mic, who seems to be long gone. I hope you have better access to sources than I do (since I am now in Japan) and the free time to look into it, or perhaps you know someone who can help. Thank you!
