I see you've already familiarized yourself with the vandalism warning templates. You might want to start with a level 1 warning for new cases of vandalism.[1] Not every administrator follows the same protocol, when it comes to vandalism, and some will deny AIV cases on the basis that they were warning insufficiently. Only cases that are of the more egregious vandalism will be addressed, despite the warning level. An example of this is the IP you reported that was vandalizing with racist, and homophobic remarks. To put in simple language for you - a similar situation would be - one person mentions the first president of the United States. I state that this first president refers to George Washington. Thank you for trying to keep Wikipedia free of vandalism. However, one or more edits you labeled as vandalism, such as the edit at Router (computing), are not considered vandalism under Wikipedia policy. Wikipedia has a stricter definition of the word "vandalism" than common usage, and mislabeling edits as vandalism can discourage editors.
