As you said, self-identification amongst Basques via the language is strong. Therefore, there are people without Basque ancestry who were not born in the Basque Country but identify as Basque because they speak Basque and consider Basque culture their. I'm not the measure of such things but I'd say there's a clue in the name, euskaldunak, 'those who have the Basque language'. Of course not every speaker of Basque makes a claim to being Basque (Prof Kim McCone for example, who speaks extremely fluent Basque or the late Larry Trask) but - and this is just my view - if someone is a speaker and self-identifies as Basque, it would be hard to justify excluding them.
